Can you please tell me where the DCC TUning Tool and its documentation are available?

TI Local Representative said DCC Tuning Tool should be within SDK release. I found dcc tool directory below.

I also want to get DCC Tuning Tool Documentation as mentioned in SDK docoment.

Pleased help me to find the DCC Tuning Tool and its document. Where's DCC Tuning Tool v2.5?

The SDK baseline is 8.2.0.5
