AM625: Release the use of WKUP UART0 by DM Firmware

WKUP_UART0 is not available for user application, can you please let us know why is this UART needed are other UART's not sufficient for your application usecase.

In Processor SDK v8.3, the WKUP UART0 is exclusively used by the DM firmware, and it is not reconfigurable.

The coming SDK v8.4, which will be released in a couple weeks, will support decoupling WKUP UART0 from the DM firmware.
