SK-AM62: power consumption with different power supplies

Part Number: SK-AM62

powering the SK-am62 from a computer's usb port causes the SK-AM62 to boot correctly, but consumes only a very small amount of power(~1.1w at idle).

powering the SK-am62 from a dedicated USB port causes the SK-AM62 to boot correctly, but consumes much more power(2.9w at idle).

I understand the starter guide requires a 3A power supply, so the first configuration is incorrect, but am wondering:

1. What accounts for the change in power consumption?
there do not seem to be any cpu scaling behaviors exposed in linux' /sys/devices/system/cpu/cpufreq/, nor are there clock changes reported in /proc/cpuinfo.

2. is there a method for the SK-AM62 to report if the power supply is adequate?
