HPI interface from Linux on DM6467T

I am trying to write a linux driver to use the HPI interface. Currently I am just trying to read the PID register to verify the peripheral. I can only get 0 back from address 0x1C67800 which I got from SPRS605B – JULY 2009 – REVISED JULY 2010 section 7.18.3 Is there any more information on how to access this peripheral?
