Can be more specific about the register to which you are referring? Are you talking about the DIEID registers in the SYSCFG module, or something else?
As far as I know, there are no registers providing a random or psuedo-random value that would suitable as a cryptographic key or for deriving such a key.

Are the values in these registers (DIEID in SYSCFG) unique to each individual Silicon?
Or is it possible the two parts could have the same DIEID ?

The content of the four DIEID registers, when taken as a 128-bit value, is unique to each piece of silicon. The contents of those registers is not documented and will not be documented. Also, I want to reemphasize that the value should in no way be used for any cryptographic purpose, as it is not random.
