Can not build using new BIOS

I have been involved in a migration to the newer tool set in the hope that would eliminate some of the earlier problems we had been having but the migration has been a bit frustrating. I have cleaned up all of the warnings about deprecations and changes related to the build under the new toolset but still have an 2 errors that have me stumped. At this point I do not know what to do with this build, so any help would be greatly appreciated.
