Decoupling analysis and the frequency of interset.

Hi,

While performing decoupling analysis to the processor, two things are important 

1. Target Impedance 

2.Frequency of interest

Where, target impedance can be calculated by current and ripple voltage. But how to find the frequency of interest , like at what range of frequency to do simulation,
In most websites, they mentioned like 1MHz -100MHz. Whether it is correct?

In this TI document, they have provided the frequency range for different power rails, how it is determined and will it vary for different processors?
