If you mean the one for C6727, see the zip file at:

see folder : ...\TMS320C672xxBootUtils\bootUtilities\utils\bin

I'm actually looking for the one for the C6452, or can I used the above mentioned one with the C6452?

The C6452 and DM648 ROM bootloader are the same, so you can use the DM648 boot utilities found here.
