1) You can find some initial descriptions about Boundary Scan in the datasheet http://focus.ti.com.cn/cn/lit/ds/sprs710a/sprs710a.pdf If you look in the sections of 5.24, you can get a better understanding of the emulation logic and how to control the JTAG interface. In general, there are a number of third party tools that perform Boundary scan for production testing. For example, a quick search can find SW tools from Corelis and Spectrum Digital to perform Boundary Scan testing.
2) You can find the limitations for boundary scan in the datasheet (Section 5.11.3.12). You can understand the implications of this in the following thread:
