SK-AM62: Adding Zephyr RTOS support for the AM62.x

Thanks for the Query, we are observing the Zephyr ecosystem , but we don't have any official plans to support Zephyr on AM62 in 2023.

This adds support for TI AM62x Cortex-A53 Core. It has been tested to work on the AM625 SK EVM as well (Screenshot attached in a comment on that same PR)

The reference patch pointed from mainline review showcases what is added in public. The not is note about any formal TI SDK commitment.
