Refer to Chapter 5 (PLL Controller) in TMS320DM646x DMSoC ARM Subsystem Reference Guide (http://www.ti.com/litv/pdf/spruep9e).

As an example code, refer to DM6467 EVM "ARM Gel File" at following Spectrum Digital DM6467 EVM support page:

You find ARM GEL file under "DaVinci HD EVM Software Resources" section.
