We are not aware of any issue with secure OMAPL138 that would explain this behavior with the UART. Do you have a UART analyzer connected where you are seeing the packet drops ? Are you using TI UART tool for loading the ubl/uboot?

Is there a tool to dump the clocks, etc so I can compare a working non-secure boot modules with a secure boot module to make sure the ubl is setting them up the same?
