PROCESSOR-SDK-AM64X: PCIe, Both InitFC1 and InitFC2 packets send at Initialization?

Hi team,

My customer want to confirm that both InitFC1 and InitFC2 packets have been sent at the INIT2 state during the Flow Control Initialization Procedure?

Is this correct?

Customer is concerning that if only InitFC1 has been sent, PCIe would not work well.

Can you please explain why you believe that that AM64x is not sending both INITFC1 and INITFC2? Have you reviewed the flow control initialization sequence using a protocol analyzer to verify?

I need to know the above before adopting AM64x because one of endpoint devices requests both INITFC1 and INITFC2 due to a bug. I am not sure but a device vendor said that it is an common operation in PCIe3.x specification. AM64x is based on PCIe4.0, so I hope AM64x sends both INITFC1 and INITFC2 at the INIT2 state during the Flow Control Initialization Procedure.

We have verified with the IP owner that InitFC1 and InitFC2 are both sent during FCI.
