Have the same problem with the board being dead. TI sent a replacement board and it is dead too. Almost seems like the software has an issue, just cannot believe they sent me 2 bad boards. Did you get yours up and running yet, if so please share the details.

Did you not use a standard type-c connector to power the board.

Looks like you connected the supply externally using external wires.

Can you please confirm the connections?

Below are the inputs i received for you to check/confirm

From the image, it looks like customer is not using the Standard Type C Connector (5V/3A) for powering on the board.

It seems customer is using a std brick adapter with barrel connector. Customer is cutting the connector end and soldering the wires to the test point present on the board to feed 5V. This will not validate the 3A current requirement of the Power adapter which works based on the CC Lines present on the USB Type-C. Since CC Controller present on SK-AM64 Board does not see the expected levels on these lines, PMIC_PWR_SW_En signal will not enable the PMICs

Hence the board will not power. Also the LD15 glowing RED indicates that error condition has occurred due to the plugging of non-recommended power adapter.

Please ensure to use any of the standard Type-C power adaptors or any of power adapters mentioned in the user manual

I can't get the exact same power adapter, but from the parameters of the power adapter, the power supply I use should be to drive the evaluation board. I have tried both the 5V15W and 5V20W typec power adapters, but neither worked.

With the adapters you have, can you please check they are functionally similar (type C configuration) 

Do you have a datasheet for the adapter to share.

I just tried using c to c cable to power with laptop and it still doesn't work. I don't have a datasheet for the adapter, only the parameters attached to the adapter

Just an observation....

We have observed this LD15 RED, if power connector is not completely inserted.

Please remove SD card as well....to start from scratch.

Found conflicting docs regarding boot mode switch settings. The photo is inverted and has been changed with an overlay in one set of docs. Mine will not even send the "C" out the UART when configured to the NOBOOT mode.

JTAG error states no power.

Both boards are from the same lot, and I do have another thread going on this issue.

Chances of getting 2 bad boards is pretty low, so they are not documented correctly or they are actually defective.

Might help to get the support team working on my case in the loop too, I would like to get our board up.
