ffmpeg encoder with tiovx decoder

I used ffmpeg on my PC to compress an NV12 video stream into an H264 bitstream and intended to transmit it to an embedded system for decoding using TIOVX. However, the decoding process is currently stuck and unable to proceed. Are there any configurations that need to be modified? Is this approach feasible? (TI-processor-sdk-rtos-j721e-evm-07_03_00_07).
