The potential applied to VDD_MPU should not exceed 1.378v (the Recommended Operating Conditions maximum) during normal operating conditions and should not exceed 1.5v (the Absolute Maximum Ratings) during any condition. Exceeding these limits may impact system stability and could also damage the device.
Are they sure this over-shoot is not caused by ringing from inductance in their scope probe ground? If not, they need to understand if the issue is caused by their power source or too much inductance in their PCB design. The issue needs to be resolved if this over-shoot is really being applied to the device.
