SK-AM62A-LP: UART LED Stops and Board Unrecognized

Hi Team,

I suspect this is more of a Windows issue than anything, but when plugging in the UART line to my host PC for debug output, the LED will turn on, then off about 3 seconds later. The board is never recognized by the Windows PC, so I'm unable to open any COM ports or anything. 

I see the same issue with a SK-AM62 board, and when I plug them into a different Windows or Linux PC, the problem never happens. 

Is there something funky going on with my Windows settings/USB driver settings to see this kind of behavior? Is this something you've seen before?
