TDA4VM: DECODER and ENCODER

Hi expert,
I am a beginner. I don't understand DECODER and ENCODER.Does DECODER process video streams from the camera? 
Does ENCODER compile the data processed by the chip and transmit it to the display device? I read the SDK manual, but I couldn 't find the answer.
