HDVICP Engine - Encode/Decode library - Is it freely available with EVM board for DM8148

Dear Sir/Madam,

We are interested in buying EVM Board for TI DM8148 davinci processor.

DM8148 has HDVICP engine which does encode/decode for H264/MPJPEG/MPEG4 etc.

Is this functionality available in the form of library on EVM board ? If yes, Is it freely available ?

TI does free SDK package including HDVICP SW.
