When look at 6713 DSK from Spectrum, I found there was a TMS320DA255 chip and a Actel FPGA A54SX08A-TQG100 on the board.
Why they are put on the DSKs?
What do they do on the DSKs?

The DA255 and Actel FPGA circuitry appears on other DSK boards also, such as 5510. In the reference design information (specifically, schematics) for these DSK boards, this circuitry is not shown. For more information on why this might be:
