To access the microcontroller (M4F), first you need to initialize the SOC. Please follow the steps mentioned in SOC Initialization.

Then i have question in my mind that why the microcontroller is used in skam64b board and what is the use of it? And we want to made our carrier board so can we remove the controller from that board.
It is part of the XDS110 circuit and unless you are designing in XDS110 on your board, you do not need it.
Can you please let me know, what is the use of XDS110 debugger and Micro controller in the Starter Kit. As per our earlier discussions you mentioned Microcontroller is used only for XDS 110 debugger.
We are able to access the Processor using J11, this is also supported as Debugger with the processor directly, If I am true.
We need to understand if there is any other dependency of Micro Controller and XDS110 with Processor and other Peripherals on board in this Starter Kit.
If there is no dependency, can we remove the Microcontroller Section and XDS110 debugger section in our custom carrier board.
Also, please let me know if I need to modify anything in the device tree section once Microcontroller is removed.

This section is explained in the User Guide for Test automation purpose. Please refer section 4.6 Test Automation in AM64x SK-EVM User's Guide(ti.com).
We need to understand if there is any other dependency of Micro Controller and XDS110 with Processor and other Peripherals on board in this Starter Kit.
You can design board by referring to out test automation section.

I our Application we are not connected MAIN_UART1 or J12 connecter . So, from my knowledge we are not powering on to the micro-controller. So, we are pretty sure to remove it just we need a conformation from your end.
So, as per your understanding can we remove the micro-controller.
