First, you should connect the USB cable to the device, which will complete the connection from Host to Device through the testing fixture, *before* running "modprobe g_zero" and doing the tests laid out in the MOI. If you aren't doing that already, try that before proceeding with the following.
The output "Couldn't find an available UDC" indicates that the driver wasn't loaded successfully. On my test setup, this happens when the device is not connected to a host. Assuming that you have your device connected to the host PC through the test fixture, try connecting it directly to the host PC, and see if you get a different response from Linux. It should say something like "zero gadget: zero ready." Try more than one cable. If you eventually get the "zero ready" message, then something is wrong with the test fixture/cables.

I tested at my end with the prebuild images i am able to probe g_zero
i also could see that the usb device controller driver is UP and running
Are you doing the test on custom board ?
Can you share the full boot logs?

can you check in the board udc-core.ko is present
is cdns3 is already loaded if not can you do modprobe cdns3.

The first execution of 'modprobe g_ether' and 'modprobe g_zerot' prompts 'couldn't find...'. There was no prompts in the second execution. Does that mean it was executed successfully?

if modprobe doesn't return anything that means either the driver is loaded successfully or the driver is already loaded we don't need to reload.
i am wondering if you USB gadget is already configured in the config then you should have driver module.
what are the module it is showing loaded once you do the lsmod.

can you check on the board,Do
/sys/firmware/devicetree/base# cat ./bus@100000/cdns-usb@4104000/usb@6000000/dr_mode
use similar steps.
