AM437x cannot boot from SD card

I'm using TI HS chip. To have system-up, I need 2 SD card, one with OTP to program eFuse, then reboot with another one with signing SPL.Is there a way to combined them into single SD card such that it can program eFuse first, then reboot with singing MLO without switching SD card. Thanks for your help!
