The lowest bit rate for H.264 @ 1080p

Hi,

I'm looking for the lowest bit rate number on h.264 codec @ 1080P. Basically, I try to get as small - like 128kbps or 96kbps as possible. On my testing - IPNC_DM36x v2.5, I couldn't get it. What I'd like to know is that if or not it is possible to 96kbps streaming at 1080P. If it is, please let me know how to get it. I believe that some modification such as parameter on DVSDK should be made. Also, I have tested with x264 encoder on ffmpeg  but always I got bigger number like 386kbps.
