AM3351: decode CPU ID

The customer send me a picture of the device. It is an A100 device - so with 1000GHz. But the device behaves like an 300MHz device, when he runs his application.

we read out the register and get this value, 0x13FEF, of that, what is not fit to the label on the housing/package: A100

in my understanding it is not related to the os version, but uboot 2018.2 and kernel 3.2.x

the devices are all bought through Arrow, so they are from a official source. We've already checked that.
