Are you wanting to run VxWorks on the A53 cores or the R5F cores?
I don't believe we support 6.9 (targeting 7.0) and will check with counterpart at VxWorks. If you have a contact at VxWorks, I would reach out in parallel to see if they provide support.

VxWorks has a nice little search engine @ https://bsp.windriver.com/bsps/product/vxworks_6-9 - below are the search results for TI processors support.
The assumption is that whatever bootloader is needed, it will come with VxWorks 6.9 (We did a bit of research and U-boot is not supported on VxWorks 6.9: https://docs.u-boot.org/en/latest/usage/os/vxworks.html)
