What BIOS is most important for new design on OMAP-L137/138 device, DSP BIOS or SYS BIOS ?
Which have is the smallest image size and low interrupt latency ?

Are you planning on using BIOS on the ARM too or do you plan to run Linux?
Most of the current development is in SYSBIOS. DSP/BIOS is more a legacy product at this point.
If the plan is running BIOS on the ARM and BIOS on the DSP, I think using SYSBIOS would be better.
if you're planning on running Linux on the ARM and BIOS on the DSP, you might want to stick with DSP/BIOS because there are more drivers support in DSP/BIOS for this device.

But, as written in wiki, the DSPBIOS is legacy and closed for new feature and devices.
Also, the PSP drivers for DSP BIOS were written based on already existing DSP/BIOS 6 PSP drivers (as written in OMAPL137 BIOS PSP User Guide).
iThink that SYS BIOS will better develop and for new developments is very optimal.
