Is this configuration enable hardware timestamp in network card?

Hardware timestamping is by default enabled in SDK, CPSW module captures timestamp for all the Tx, Rx packets.

and how to change between these two mode?

Default, CPSW2G is enabled in Native Linux driver.
CPSW9G is Virtual Driver (virtual switch port and virtual MAC Port mapped), and will be configured by EthFw running on MCU2_0.
Please refer to EthFw User Guide for more details about default Port configuration (i.e. 2 Ports are MAC Only Ports and rest all are under switch mode).
