How does the RBL handle a bad read?

I'm just wondering, my boss wants me to put in several UBL's leading up to our OS partition and I'm just wondering if this would even be useful. If the RBL fails to read a sector will it mark the block bad and look for more valid blocks? shutdown? or load w/e it gets and prays to the gods of electronics?
