it's part of the BIOS MCSDK. You can download it from:

To be more precise, when installing the BIOS-MCSDK, select the PDK for C6670.

The CSL can be found at:
C:\Program Files\Texas Instruments\pdk_C6670_1_0_0_xx\packages\ti\csl

(Assuming you install in the default path.)
