TDA4VM: RT Linux SDK for Jacinto

I checked internally there are no plans for releasing rt version for TDA4VH or TDA4VM for 9.x

To simplify number of releases, TI doesn't release RT-Linux for every SDK version of every device. But users can build for RT images themselves by following the steps in the documentation. This is the same output as how TI releases any RT-Linux SDK.
