This depends on the use case. In case you are using the bootmode IOs for alternate functions and if the pulls used for configuring the boot configuration influences the function, you will have to use the buffer.

I general it should be Ok to remove the buffer.

Use of dip switch depends on the need for configuring the boot on the fly.

If the boot  configurations are fixed, you could use a pullup or pulldown to optimize the design.
