The 8168 can simultaneously enc/dec three HD channels (or even 30 channels of D1). There are only 2 video input ports, VIP0 and VIP1. Although you can encode 3 streams, this doesn't imply ability to capture 3 streams. The third could be enc or dec from memory for example.
I think you're looking at the HDMI module's pixel clock of 148.5Mhz.
The Video Input Parser has video input capture of 165Mhz, like the 8168.

OK, to clarify...
There are three parts to this question/answer...
1) Capture. There are 2 capture ports which can capture up to 165MHz pixel rates. These ports are 16 bits wide and can each capture multiple interlaced video streams.
2) Encode/Decode. There are three HDVICP processors which can encode or decode up to 1080p60 each. If lower resolution/frame rate is required then their processing can be split across as many streams as desired (there are some limitations, but can't recall at the moment)
3) Display. There are 4 independent display channels. 3x HD and 1x SD. The HD outputs can go to an integrated HDMI transmitter (of which there is one), DVO port (of which there are two), analog HD DACs (of which there is one set) or analog SD DACs (of which there is one set). The HD outputs can run up to 165MHz pixel rates.
So back to the original question regarding how many video inputs can be supported, the answer is many if they are multiplexed on the inputs.
We have, for example, a 16 channel D1 video surveillance DVR application.

The main differences are as follows...
DM814x supports 24 bit capture on video ports, DM816x only supports 16 bit
DM814x only has one HDVPSS so can only handle equivalent of 1HD stream, DM816x has three HDVPSS.

Please Read HDVPSS as HDVICP. That is a encoder/decoder engine.
Slight correction to the capture port capabilities...
The DM8168 has one 8/16/24 bit port and one 8/16 bit port, so can capture 24 bit but only on VIn0.
