AM35xx Boundary Scan BSDL file issue

We are seeing failures when doing Boundary Scan testing of the AM3505 ZCN. Here is ONE example (we have numerous others however):

 

Problem:

When our AM3505 boots the pins go into one of several MODES, these modes greatly effect the function of the BScan cells.

If we look at one of the (many) pins that is not behaving as the BSDL identifies it should, like E3 we see that the pin goes to “safe-mode” where there is neither an IN or OUT defined, however the BSDL expects “mode 4” which causes this pin to be an I/O.

Question:

How do we get all the device pins into the state that the BSDL expects the chip to be in?
