We are planning to use 3 SGMII Ethernet PHY IC. Is this possible to use with TDA4VH-Q1?

TDA4VH supports CPSW9G, which has 8 Serial external Ports. We can connect 8 Serial PHYs using the same MDIO lines.

Do you mean, want to use 3 SGMII PHYs and connect to TDA4VH? If so, yes it is possible all 8 External ports are independent.

As mentioned above you can use 3 PHYs but MDIO lines are common for all PHYs from TDA4VH as it is single instance of CPSW which is CPSW9G.
