I tested SDK6.3 on Beaglebone Black and the console uart (ttyS0) can wake up without this command above. So I am wondering there is ant kernel framework change which breaks UART wakeup in SDK9.1.

Before I dig into the UART wakeup problem, I want to know do you use UART wakeup in your project or you just tried ttyS1 for testing wakeup? I wanted to ensure I spend my time on the real problem which affects your project.

I have the same problem trying to wake from both UART and gpio0_x. I have started a new thread

I have also checked with BBB and the bug is still present in kernel 6.6.25.

For our product, the standby/resume feature is very important as we have been working with it in previous versions.
