EVMK2GXS: Error -6311 occurs when trying to connect target

Tool/software:

I'm using EVMk2gXS for the first time.

I configured target connection as https://software-dl.ti.com/processor-sdk-rtos/esd/docs/latest/rtos/index_how_to_guides.html#taking-the-c66x-out-of-reset-with-linux-running-on-the-arm-a15 says and tryied to connect board and "Error connecting to the target:
(Error -6311) PRSC module failed to write to a register.
(Emulation package 8.4.0.00006)" this occured.

How can i solve this?

As mentioned on the following post

you may have secure EVM and we no longer support this. in general PRSC errors can be due to hardware, but in this case it maybe just because this has a secure device and cannot be connected to JTAG etc.

I understand Ti's policy of not supporting this device anymore.

But can I ask you one more?

you mentioned above that Jtag cannot connet device because of secure thing....does that mean I can not use JTAG for developing with EVMk2gXS?

All the PRSC reported errors are sourced in Hardware: either improper power applied to the device, or a device being held in reset or improper clock being routed to the device.
