Sorry, it doesn't have the answer I am looking for, it just  has a link to Arm GNU tool chain, could you be specific and answer these questions or help to point out the content in the link you shared, Questions are still is it a TI specific GCC version ?  did TI up streamed the changes? any specific optimization is done? What is status of functional safety.

All compilers used in building different components of Linux are open-source ARM compiler, we have not made any changes to them.
