Actually when I look at the OMAP-L138 SDK release note document, it references an even "newer" version of 7.3.1.

Where do you see 6.1.15 is required?

Actually it's a custom L138 board and its build environment is limited to to 6.1.15. The kernel stays at 3.2.0.
