Does anybody know where I can find this file "omap3_crypto.tar.gz"? It is required to build the Linux module that will access the HW crypto accelerators on a platform like OMAP3530 or DM3730..

Go to: http://www.ti.com/tool/armcrypto

and click the "Get Software" button. This is a link to many cryptographic components for ARM. The driver you are looking for is named ti-ocf-driver_2.6.3xxxx.tar.gz with the xxxx depending on your kernel version.
