Can I omit bypass capacitors for these pins if they are connected to power planes or zones right underneath the processor? there are plenty of bypass capacitors for these 1V8 or 3V3 zones for other pins.

I assume, you are asking about VMON_1P8_MCU, VMON_1P8_SOC, VMON_3P3_MCU and VMON_3P3_SOC pins.
For above voltage monitoring pins, capacitor is optional.
For VMON_VSYS pin, please follow Figure 8-5. System Supply Monitor Voltage Divider Circuit of AM64x data sheet.

VMON_1P8_SOC, VMON_3P3_SOC
We do not recommend a decap. This is the supply seen by the device internally. This depends on the power supply quality and customer can decide the implementation based on the supply monitor inputs routing .
