Is a reference clock (DDRCLKP/DDRCLKN) necessary even if the DDR3 interface is not used?

(DDR3 device is not implemented)

I did not understand the content of "Even if the DDR3 interface is unused, a reference clock is still required to ensure that the DDR peripheral is initialized to a proper state." in the document "Hardware design guide for KeyStone I devices".
