TMDX654IDKEVM: PRU ICSSG frame receiving after link state change on Linux SDKs

Hello I have a question about changes in PRU FW between SDK Linux RT version 8.2 and 9.1.

When I connect IDK PRU ICSSG port to NIC which starts sending frames after linkUp. There is different behavior between mentioned versions. See attached log for that.
- with SDK Linux RT 8.2 - PRU ICSSG receive all sent frames (10 for each of 5 link changes)
- with SDK Linux RT 9.1 - PRU ICSSG receive only 1 frame only in 1 of 5 link changes (overall only 1 of 50 frames)

Test description
Sender role
    1. Sender is listening netlink messages for link state changes.
    2. Immediately after LinkUp sends 10 frames with period 10ms with frame ID 0-9.
    3. For each sent frame is reported HW Tx Timestamp.
    4. Whole sequence is repeated with link state change.

Receiver role
    1. Receiver is polling on socket FD and reports all received frames with their ID.

Reproduction steps
    1. Prepare SD card - default image with attached script and application
    2. Switch on IDK
    3. Start receiver on IDK e.g.
        $ ./run.sh eth1 -r
    4. Start sender on PC - use the same script and application e.g.
        $ ./run.sh enp0s25 -s
    5. Unplug ang plug back the ethernet cable
    6. Wait for successful send after link up and check received frames
    7. Repeat 5 and 6 to get more data

My questions
Why is there different behavior, what was change in firmware?
And why the sent frames are not received?
