If the Blackhawk PCI560 emulator/debugger basic version (not PCI560V2) is fitted to support the board based on TMS320VC33 DSP,

course , means the code runs under Code Composer v3.x/4.x old version ...

The Blackhawk XDS560 PCI does not support TMS320VC33 devices.

The Blackhawk 510 USB supported VC33

https://www.blackhawk-dsp.com/products/jtag-emulators/usb510

Spectrum Digital XDS510 products had VC33 support.

Finding a new product with VC33 support is a challenge as most have been discontinued a long time ago. A lot of people end up finding a used one.

Another option would be to reach out to Signum Systems to see if they still have one of their JTAGJet products with VC33 support, need to be clear that it is for VC33 and not C31/32 as those ones were MPSD vs the VC33 which is JTAG.
