You could use an XDS100 (not 110) debug probe with C54x devices. Blackhawk has one:

Note that you will also need to use an older version of CCS. I believe 5.5 was the last version to support C54x devices: https://www.ti.com/tool/download/CCSTUDIO/5.5.0.00077

I see in a datasheet of Blackhawk USB100v2 support TMS320C54x

However, my device is TMS320VC5416. What is the difference between TMS320VC5416 and TMS320C54x?

Nam,

C54x is the CPU architecture. It applies to TMS320VC5416 as well. I don't recall why it was decided for this and a few other devices to use VC instead of C. There were also LC devices. Note that these devices are very old (~25years).
