Does the Security Accelerators block above require the High Security capable part to be used or can it be used?
Apart from that, please tell me if all parts can use the HW of the Security Accelerators block?

All TDA4 part come's with the security accelerator, DRA821 has once crypto accelerator in the MCU domain.
On GP devices crypto accelerator is free to use but in case of HS-FS/HS-SE device this is consumed by the secure ROM and TIFS to support secure boot flow,
If you want to use the crypto accelerator on HS(High security) devices you need to use a DRA821 HS prime device and integrate any 3rd party HSM stack which provide the advanced crypto operation with the TIFS running on the M3 core.
