TMS320C6748: how to read external jpeg/tif image file pixels value

Tool/software:

Hello Team,

My customer has a jpeg/tif test image and wants to read that image file(pixels value) by writing c program in CCS. They want to see the image pixels value in the output window. 

How to do it,any example program for this.
