The request was denied because Actemium does not have an NDA with TI. You will have to contact your local sales team to help support with getting an NDA.

i contacted them but they respond saying i can't get it via them and i need to get this NDA via Toradex, which seems really odd to me.
Is there an NDA department in TI which i can contact about this?

I believe there might have been a misunderstanding, if they said Toradex they probably meant the TI sales/field team representing Toradex.
