If you are building Yocto, the Yocto build will download the required toolchain as part of the build process.

We assume you are asking for the toolchain to build the Linux Uboot, Kernel, and Yocto filesystem. If yes, they are installed as part of the build flow, as noted above.
If you have installed the Processor SDK Linux Installer, you will notice that the toolchains are already part of the installer. For building Uboot or Kernel, you can use the following environment variables:

host# export CROSS_COMPILE_64="${SDK_INSTALL_DIR}/linux-devkit/sysroots/x86_64-arago-linux/usr/bin/aarch64-oe-linux/aarch64-oe-linux-"
host# export SYSROOT_64="${SDK_INSTALL_DIR}/linux-devkit/sysroots/aarch64-oe-linux"
host# export CC_64="${CROSS_COMPILE_64}gcc --sysroot=${SYSROOT_64}"
host# export CROSS_COMPILE_32="${SDK_INSTALL_DIR}/k3r5-devkit/sysroots/x86_64-arago-linux/usr/bin/arm-oe-eabi/arm-oe-eabi-"

As already noted, If you are building Yocto, the Yocto build will download the required toolchain as part of the build process.

This is custom support, and the TI Yocto build flow does not support it.
