If I want to further streamline the Kernel, are these default settings non-modifiable?

Is there a way to determine the minimum required configurations?

Technically every file in the kernel source code is modifiable. But from the maintenance perspective, I would recommend you to create a new config file to customize your own kernel config options.

There is no such thing called minimum configuration, since every project has different requirement in kernel function/features.
